7. Discussion Items

7.1 Special Circumstances Rate Adjustment for Commercial Recycling. Recommended Action: That Council: (1) Approve a special circumstances commercial solid waste rate adjustment of 2.11%, effective April 1, 2026, to add twice-a-week commercial recycling service as an option for commercial customers; and (2) Authorize the Town Manager to execute a letter agreement with Tahoe Truckee Sierra Disposal to utilize $24,193 from the Solid Waste Fund reserves to cover the Fiscal Year 2025/26 costs of the proposed commercial rate increase, fully subsidizing increased costs through June 30, 2026.

7.2 2025 Affordable Housing In-Lieu Fee and Workforce Housing Ordinance Review. 

Recommended Action: That Council accept the update on the affordable housing in-lieu fee update and Workforce Housing Ordinance.

7.3 Consideration of an Ordinance amending Title 15 of the Municipal Code for the purpose of adopting the updated California Building Code of Regulations. Recommended Action: That Council: (1) Introduce Ordinance 2025-09 Amending Title 15 of the Truckee Municipal Code to Adopt By Reference the 2025 Edition of the California Building Standards Code with Certain Additions, Insertions, Deletions and Changes Thereto; and (2) Set a public hearing for November 24, 2025, to consider the second reading and adoption of the ordinance, and direct the Town Clerk to publish the necessary public notices.
